Start with the most common and easiest conditions to verify; no system reinstall is required first.

Windows may use Ethernet or Wi-Fi while Android uses Wi-Fi. Avoid guest networks and AP isolation.

Allow Windows private-network access
If the first firewall prompt was denied, allow the app again for private networks.

Check nearby Wi-Fi device, notification, and foreground-service permissions and relax aggressive battery limits.

After a network change, reopen both apps and wait for the target to appear online.

Do I need to enter the Android IP manually?
Normally no. First make the LAN reachable and allow the apps to access it.
Will reinstalling fix it?
Not necessarily. Reinstalling does not usually remove network isolation or system permission problems.
Does discovery upload files to a server?
No. The licensing server does not receive transferred text or files.
Do both devices need to use the same Wi-Fi?
They need to share one reachable local network. The PC can use Ethernet while the phone uses Wi-Fi if the networks still allow device-to-device access.
Does LAN file transfer require internet access?
First activation, account management, and updates use the internet. Actual text and file transfer happens on the reachable LAN and does not require a constant internet connection.
